Ladies and Gentlemen,
Welcome to this Seminar jointly hosted by the Chinese Embassy and Caribbean Policy Research Institute.
This year marks the 45th Anniversary of the establishment of diplomatic relations between China and Jamaica. Over the past 45 years, our two countries have always treated each other with mutual political respect and close collaboration in international affairs. More recently, China and Jamaica have implemented mutually beneficial economic cooperation. We have always respected and learned from each other's culture. Our people-to-people friendship, dating back more than 160 years, has been going from strength to strength. With joint efforts from both sides, especially thanks to generations of leaders of the Chinese government and Jamaica's successive administrations of both Parties for their persistence in bilateral friendship, our bilateral relations have been developing steadily and is showing fresh vitality. China-Jamaica relationship stands as role model between countries of different political systems, history and culture, and different economic forms. I would like to take this opportunity to express my sincere gratitude to friends from all walks of life who have been taking good care of and contributing to the development of our bilateral relations. Special thanks go to the Ministry of Foreign Affairs and Foreign Trade, CPRI and UWI Mona for your great support and close cooperation.
Let me start by reviewing a milestone for China that took place last month in Beijing, namely the 19th National Congress of the Communist Party of China (CPC). In his report this CPC Congress, General Secretary Xi Jinping made clear that China would follow a path of peaceful development and forge a new form of international relations featuring mutual respect, fairness, justice, and win-win cooperation. He called on the people of all countries to work together to build a community with a shared future for mankind and build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity. The Congress also adopted a revised Constitution of the CPC to enshrine in it the Belt and Road Initiative. This fully demonstrates the importance China attaches to the building of the Belt and Road and its determination of and confidence in firmly advancing the Belt and Road international cooperation. We are convinced that further development of the Belt and Road Initiative will definitely bring new opportunities to the development of each participating country and the global economy as a whole. China will actively promote international cooperation through the Belt and Road Initiative and under the principle of equal consultation, joint contribution and shared benefit. In doing so, we hope to achieve policy coordination, infrastructure connectivity, unimpeded trade, financial cooperation, and people-to-people friendship, and thus build a new platform for international cooperation to create new drivers of shared development. China's proposals of fostering a new type of international relations, build a community with a shared future for mankind, and the Belt and Road Initiative are unique Chinese contributions to the present and future global governance and common development. China welcomes other countries, particularly friendly developing countries like Jamaica, to take a free ride on express train of China's development.
Now, let me move to this hemisphere. Six months ago in this same building, a seminar on China's Second Policy Paper on Latin America and the Caribbean was co-hosted by my Embassy and UWI. Some of you may recall that according to that policy paper, both China Latin American and Caribbean countries are committed to safeguarding world peace and promoting common development. Historic achievements have been scored in China-Latin American and Caribbean relations in recent years. President Xi and leaders of Latin American and Caribbean countries chart the course of the future development of a comprehensive and cooperative partnership of equality, mutual benefit and common development between China and Latin America and the Caribbean, by building a new type of relationship characterized by political sincerity and mutual trust, mutually beneficial economic cooperation, cultural mutual learning and emulation, close collaboration with the region as a whole and its bilateral ties with individual countries in the region, based on the "1+3+6" cooperation framework(1 means "China-Latin American and Caribbean Cooperation Plan (2015-2019)"; 3 means three major engines for the comprehensive development of practical cooperation which are trade, investment and financing; 6 means six main areas of cooperation, namely, energy and resources, infrastructure, agriculture, manufacturing, science and technology innovation, and information technology). China proposes to work with Latin America and the Caribbean to jointly build a community with a shared future. Latin America and the Caribbean are the natural extension of Maritime Silk Road. The Belt and Road Initiative provides important opportunities for closer cooperation between China and Latin America and the Caribbean. China believes in peace and cooperation, openness and inclusiveness, mutual learning, mutual benefit and win-win. China upholds the principles of consultation on an equal footing, harmony and inclusiveness, market-based operation, balance and sustainability. China wishes, on the basis of extensive consultation, joint efforts and shared benefits, to promote synergies between the Belt and Road Initiative and regional cooperation frameworks such as CELAC regional development plan, as well as synergies between development strategies of China and Latin American and Caribbean countries. China is ready to carry out practical cooperation in a wide range of areas to expand common interests.
Ladies and Gentlemen!
The last is the most important. Let me conclude with China-Jamaica relations. Today, both China and Jamaica have embarked on a new journey of reform and development, forging ahead toward our respective ambitious goals. Overall guidelines and program of action were set out in the 19th CPC Congress for the future development of the party and the country, drawing a blueprint for China's development between now and the middle of this century. Chinese people are embarking on a new journey toward fulfilling the Chinese Dream of national rejuvenation. Jamaica is, in line with the guidelines set at "Vision 2030 Jamaica National Development Plan", making Jamaica "the place of choice to live, work, raise families and do business". We should and can work hand in hand, more than ever before, in our pursuit of dreams of national strength and prosperity:
Firstly, mutual trust can never be too high. It can be achieved through closer exchanges of visits at various levels and timely exchanges of views on our bilateral relations and on issues of shared interest. Sharing of experience on state governance and strengthening of inter-party interactions work to our mutual benefit..
Secondly, we need to deepen cooperation and foster new prospects for our interconnected interests. Prime Minister Andrew Holness has announced that Jamaica supports and will participate in the Belt and Road initiative. It is quite obvious that the Belt and Road Initiative and production capacity cooperation will open up more areas of win-win cooperation, contribute to Chinese and Jamaican economic and social development, and further raise living standards of our peoples.
Thirdly, we need to expand exchanges and build a new foundation for people-to-people affinity. We need to carry forward our traditional friendship, promote people-to-people exchanges, step up cooperation in culture, education, sports and tourism and between our youth and media organizations, to help our people know each other better and enhance popular support for our friendship to pass on from generation to generation.
And fourthly, we need to strengthen coordination and cooperation in international and multilateral arena. We need to follow the trend in today's world and of our times, enhance collaboration within such multilateral frameworks as the United Nations, China-CELAC Forum, hold high the banner of peace, development, cooperation, and win-win, and make concerted efforts to safeguard the interests of developing countries, preserving world peace and promoting common development.
As China works hard to pursue innovation and high-quality growth, it will create a more powerful and extensive impact, present more opportunities of cooperation and development to the Friendly Partnership for Common Development between China and Jamaica. I appeal to more people from both sides to tap the potential for cooperation, build up friendship, deepen our special ties and jointly create a new vista in China-Jamaica relations.
